This document is intended to serve as a core for subsequent analysis. Follow-on analysis is intended to include further examination of economic benefits both in sectors covered and additional sectors, estimation of values of safety-of-life and other non-economic benefits, international benefits, future benefits under alternative scenarios, and selective estimation of economic costs resulting from long-term denial of GPS.
